Once one pays for the streaming, will he be able to access the content in future time?
Or (put in a different way) every time one streams a certain file, he has to pay again?
Streaming is 'once-only' view. However, at the end of a stream you will be given the option of purchasing a download for $3.99 i.e. you can put the cost of the stream towards a download if you think you'd like to keep the section and view it again.
